I said this would-be penguin overlord would be back one day. It is the Evil Emperor Penguin in his second adventure, Evil Emperor Penguin Strikes Back! by the illustrator Laura Ellen Anderson. Much like the first book, these tongue-in-cheek feel-good slapstick stories follow the Evil Emperor Penguin's plans for world domination – that don't seem to go according to his plans.

This is great stuff, fully recommended. That said, it seems this second book is sold out on most store fronts, so tracking a copy down may be a bit difficult.
